CPU load never shows the correct process

When I get an alert, for CPU Load, it never shows the process consuming all the resources.

Here's an example:

The CPU on mail2 is currently running at 88 %. The top 10 processes running at the time of this poll are listed below:

Nothing shows as using a large amount of the CPU.

I do know what is using it, but I have other servers, that I don't.

This is using a 2 minute timeout.
