Flash and flash update both appear in Windows Update

I'm currently testing Patch Manager in our production environment after testing it in our test lab. The one thing I could not reasonably test there was Flash because the version that comes with the Eval version is quite old, and I'm not a fan of reinventing the wheel, so I didn't make my own package.

 

Here's the problem: I approved Flash Player 11.9.900.170 ActiveX EXE and Flash Player 11.9.900.170 ActiveX EXE (Upgrade) to a test set of pilot computers. One of them had an out of date version of Flash (or perhaps it wasn't installed at all; I need to check on that), and both the full install and the Upgrade install popped up in his Windows Update. I was under the impression that these were meant to be mutually exclusive like any other upgrade package. Approve both and Windows Update will correctly detect which one is necessary. Why didn't this work?
